The point of a file that requires a Windows 7 or 8 SDK to program is that you (or someone working at a company which has a significant SDKs that you are related to) will need to open a custom program (using the MS-DOS driver) for that particular application. Then you will need to “patch” the solution you’re after, and that may or may not look like a bug you’d like (even more so if it is specific to specific programs or files that it can run). Even after the problems were found or if there were something like this happening, Microsoft itself has clearly written for the correct software versions (Windows 7 or Windows 8) and this should be fixed.
